How do you help an alcoholic?

Cat examines alcoholism due to a friend's destructive behavior on the C.B. app.  Tough decisions have to be made.  But ultimately, it's up to my friend to stop this behavior.  Cat can make sures it stops on the app.  But what about the friend?   Also, why does T.D.S. bother Cat so much!
